Germany expects to open 3 chapters before the conclusion of the German Presidency. However, France says EU can open two new chapters with Turkey. Asked whether France will allow all three chapters proposed by the German EU presidency to go ahead with Turkey on June 26, Kouchner (in the picture) told a news conference: "We have said two.
